List of documents attesting to professional qualifications of an architect in a member state of the European Union*
Regulation No. 74 of the Minister of Economic Affairs and Communications of 27 December 2002
Regulation is enforced pursuant to the Subsection 3, Section 13 of the Planning Act (published in RT I 2002, 99, 579)
§ 1. Documents attesting to professional qualifications of an
architect
The present regulation shall establish the list of documents attesting to awarded professional qualifications of an architect within a member state of the European Union.
§ 2. Documents attesting to professional qualifications of an architect in Germany
In Germany, the following shall attest to professional qualifications of an architect:
1) diplomas of architecture awarded /issued?/ by Higher Arts Schools (Dipl.-Ing., Architekt (HfbK));
2) diplomas issued by architecture departments of Technical Higher Schools «Technische Hochschulen», Technical Universities, Architecture Departments of Universities (Architektur/Hochbau), and whenever the abovementioned institutions have been merged into educational institution «Gesamthochschule», then also diplomas issued by architecture department of «Gesamthochschule» (Dipl.Ing. and other professional qualification which may be awarded later on to the holders of diplomas in question);
3) diplomas issued by professional higher schools «Fachhochschule» (Architektur/Hochbau), and whenever the abovementioned institutions have been merged into educational institution «Gesamthochschule», then also diplomas issued by architecture department of «Gesamthochschule» and whenever the period of studies is less than four years, but at least three years, in addition to diploma, a certificate issued by an appropriate /relevant?/ professional association attesting to four years of professional experience in the German Federation (Ingenieur grad. and other professional qualifications which may be awarded later on to the holders of diplomas in question);
4) diplomas issued by architecture departments of Technical Schools “Ingenieurschulen” and Schools for Applied Arts “Werkkunstschulen” (Prüfungszeugnisse) before 1 January 1973, complete with a certificate issued by a competent authority with an opinion about construction designs and built construction works /sites?/ performed by the person within six years, that the person is entitled to bear the title of architect.
§ 3. Documents attesting to professional qualifications of an architect in Belgium
In Belgium, the following shall attest to professional qualifications of an architect:
1) diplomas issued by state architecture universities and institutes (architecte - architect);
2) diplomas issued by Architecture Higher School of the province of Hasselt (architect);
3) diplomas issued by royal art academies (architecte - architect);
4) diplomas issued by educational institutions Saint-Luc «écoles Saint-Luc» (architecte - architect);
5) diplomas of engineer of universities, which holders shall equally hold a certificate issued by the association of architects, attesting to the required professional experience of the person and the right of the person to use the title of architect (architecte - architect);
6) diplomas of engineer/architect and architect/engineer issued by faculties of applied sciences of universities and of the polytechnical faculty of Mons (ingénieur-architecte, ingénieur-architect).
§ 4. Documents attesting to professional qualifications of an architect in Denmark
In Denmark, the following shall attest to professional qualifications of an architect:
1) diplomas issued by Copenhagen and Århus state schools of architecture (arkitekt);
2) certificate of registration issued by the Assembly of Architects pursuant to Act no. 202 enacted on 28 May 1975 (registreret arkitekt);
3) diplomas issued by civil construction /building?/ higher schools (bygningskonstruktr) complete with a certificate issued by a competent authority with an opinion about construction designs and built construction works /sites?/ performed by the person within six years, that the person is entitled to bear the title of architect.
§ 5. Documents attesting to professional qualifications of an architect in France
In France, the following shall attest to professional qualifications of an architect:
1) since 1959, state diplomas of architect issued by the Ministry of Education and afterwards by Ministry of Culture «Diplômé par le Gouvernement» (architecte DPLG);
2) diplomas of architect issued by professional school of architecture «Ecole spéciale d'architecture» (architecte DESA);
3) since 1955, diplomas issued by department of architecture of Strasbourg educational institution «Ecole nationale supérieure des Arts et Industries de Strasbourg» (previously /former?/ «Ecole nationale d'ingénieurs de Strasbourg») (architecte ENSAIS).
§ 6. Documents attesting to professional qualifications of an architect in Greece
In Greece, the following shall attest to professional qualifications of an architect:
1) diplomas of engineer/architect issued by Athens METSOVION POLYTECHNION higher school, complete with a certificate issued by the Greek Technical Chamber which confers the holder of the diploma the right to act in the field of architecture;
2) diplomas of engineer/architect issued by Thessaloniki ARISTOTELION PANEPISTIMION higher school, complete with a certificate issued by the Greek Technical Chamber which confers the holder of the diploma the right to act in the field of architecture;
3) diplomas of engineer issued by Athens METSOVION POLYTECHNION higher school, complete with a certificate issued by the Greek Technical Chamber which confers the holder of the diploma the right to act in the field of architecture;
4) diplomas of engineer issued by Thessaloniki ARISTOTELION PANEPISTIMION higher school, complete with a certificate issued by the Greek Technical Chamber which confers the holder of the diploma the right to act in the field of architecture;
5) diplomas of engineer issued by PANEPISTIMION THARKIS higher school, complete with a certificate issued by the Greek Technical Chamber which confers the holder of the diploma the right to act in the field of architecture;
6) diplomas of engineer issued by PANEOISTIMION PATRON higher school, complete with a certificate issued by the Greek Technical Chamber which confers the holder of the diploma the right to act in the field of architecture.
§ 7. Documents attesting to professional qualifications of an architect in Ireland
In Ireland, the following shall attest to professional qualifications of an architect:
1) the title «Bachelor of Architecture» (B Arch. (NUI)), awarded by the National University of Ireland, to be awarded this title, the person shall have a diploma of architecture from the Dublin “University College”;
2) diploma (Dipl. Arch.) attesting to higher education in architecture, issued by the educational institution College of Technologie /Technology???/ (Bolton Street, Dublin);
3) certificate attesting to associated membership of the Royal Institute of Architects of Ireland (ARIAI);
4) certificate attesting to membership of the Royal Institute of Architects of Ireland (MRIAI);
§ 8. Documents attesting to professional qualifications of an architect in Italy
In Italy, the following shall attest to professional qualifications of an architect:
1) diplomas “laurea in architettura” issued by universities, polytechnical institutes and higher school of architecture of Venice and Reggio Calabria, complete with a diploma attesting to the right of independent professional activities, which shall be issued by the Ministry of Education after the person in question has successfully passed a state exam assessed by a competent commission, conferring the person the right to indpendent professional activities (dott. Architetto);
2) diplomas «laurea in ingeneria» in building techniques /construction techniques?/ («sezione costenzione civile») issued by universities and polytechnical institutes, complete with a diploma attesting to the right of independent professional activities, which shall be issued by the Ministry of Education after the person in question has successfully passed a state exam assessed by competent commission, conferring the person the right to independent professional activities (dott. Ing. Architetto or dott. Ing. In ingeneria civile).
§ 9. Documents attesting to professional qualifications of an architect in Netherlands
In Netherlands, the following shall attest to professional qualifications of an architect:
1) diplomas of architect of graduates of the department of architecture of Delft or Eindhoven technical school «bouwkundig ingenieur»;
2) diplomas issued by academies of architecture, recognised by the state (architect);
3) up to 1971, diplomas issued by former educational institution for architecture (Hoger Bouwkunstonderricht) (architect HBO);
4) up to 1970, diplomas issued by former educational institution for architecture (Voortgezet Bouwkunstonderricht) (architect HBO);
5) certificate issued by Association of Netherland’s Architects (Bond van Nederlandse Architecten - BNA) attesting to the fact that the person has successfully passed an exam organised by the association and acquired professional qualifications of an architect (architect);
6) diploma issued after at least four-year completion of training by the foundation «Stichting Instituut voor Architectuur» (IVA) (architect), complete with a certificate issued by a competent authority with an opinion about construction designs and built construction works /sites?/ performed by the person within six years, that the person is entitled to bear the title of architect;
7) certificate issued by a competent authority that before 10 June 1985* the person has been issued the diploma of Delft or Eindhoven technical school and that until that date, the person has remarkably acted in the field of architecture at least for five years, so that pursuant to requirements valid in Netherlands, he/she has the presumed competence of an architect (architect);
8) certificate issued by a competent authority that before 10 June 1985* the person was at least forty years old and that until that date, the person has remarkably acted in the field of architecture at least for five years, so that pursuant to requirements valid in Netherlands, he/she has the presumed competence of an architect (architect);
9) after entry into force of the Act /relevant Act???/ and regulations of Netherlands, the title of architect issued by certificate referred to in subsections 7 and 8 of present section shall no longer be adknowledged, whenever these certificates shall no longer be aknowledged pursuant to the aforementioned legal acts.
§ 10. Documents attesting to professional qualifications of an architect in the United Kingdom
In the United Kingdom, the following shall attest to professional qualifications of an architect:
1) certificates of competence awarded by the Royal Institute of British Architects) which the Architects Registration Council of the United Kingdom recognised before and after 10 June 1985* when enlisting architects into the register (Architect);
2) certificates of competence awarded by departments of architecture of universities, polytechnical schools, colleges, academies (private colleges), technological and arts schools, which the Architects Registration Council of the United Kingdom recognised before and after 10 June 1985* when enlisting architects into the register (Architect);
3) certificate attesting that its holder has the right, pursuant to the Architects Registration Act from 1931, Section 6, subsection 1, points a, b or d, to use the title of architect.
4) certificate attesting that its holder has the right, pursuant to the Architects Registration Act from 1938, Section 2, to use the title of architect.
§ 11. Documents attesting to professional qualifications of an architect in Spain
In Spain, the professional qualifications of an architect shall be attested by the official title of architect «título oficial de ar
quitecto», issued by the Ministry of Education and Research or by universities.§ 12. Documents attesting to professional qualifications of an architect in Portugal
In Portugal, the following shall attest to professional qualifications of an architect:
1) a diploma issued by the school of figurative arts of Lissabon and Porto «diploma do curso especial de arquitecto»;
2) a diploma of architect issued by the school of figurative arts of Lissabon and Porto «diploma de arquitecto»;
3) a diploma issued by the higher school of figurative arts of Lissabon and Porto «diploma do curso de arquitecto»;
4) a diploma issued by the higher school of figurative arts of Lissabon and Porto «diploma de licenciatura em arquitectura»;
5) diploma of the Lissabon Technical University and University of Porto «carta de curso de licenciatura em arquitectura»;
6) diploma of engineer issued by the higher technical institute of the Lissabon University «liceniatura em engenharia civil»;
7) diploma of engineer issued by the engineering faculty (de Engenharia) of the Porto university «liceniatura em engenharia civil»;
8) diploma of engineer issued by the research and technical faculty of the Coimbra university «liceniatura em engenharia civil»;
9) diploma of engineer (production) issued by the Minho university «liceniatura em engenharia civil, produção».
§ 13. Documents attesting to professional qualifications of an architect in Austria
In Austria, the following shall attest to professional qualifications of an architect:
1) diplomas issued by the universities of Vienna and Graz and the Innsbruck Technical University, faculty of construction engineering (Bauingenieurwesen) and architecture (Architektur): architecture «Architektur», building engineer «Bauingenieurwesen», building «Hochbau» and economic-building engineering «Wirtschaftingenieurwesen - Bauwesen»;
2) diplomas issued by the Soil Culture (Bodenkultur) University in study orientations cultural techniques «Kulturtechnik» and water management «Wasserwirtschaft» ;
3) diploma of architectural studies issued by the Vienna higher school for applied arts;
4) diploma of architectural studies issued by the Vienna Academy for Figurative Arts;
5) engineering diplomas, that are awarded to graduates of higher technical schools or building colleges, complete with the licence of building master, and to obtain it, the person shall have at least six years of working experience in Austria and the person has successfully passed a corresponding exam;
6) diploma of architectural studies issued by the Linz higher school for artistic and industrial design;
7) The following certificates of qualification issued pursuant to the Civil technical Act (Ziviltechnikgesetz, BGBI. Nr. 156/1994): civil engineers (Zivilingenieure) and engineers-consultants (Ingenieurkonsulente) with the following certificates of qualifications: building «Hochbau», construction branch «Bauwesen», economy-building engineer «Wirtschaftingenieurwesen - Bauwesen», cultural techniques and water management «Kulturtechnik und Wasserwirtschaft».
§ 14. Documents attesting to professional qualifications of an architect in Finland
In Finland, the following shall attest to professional qualifications of an architect:
1) diplomas of architect issued by the departments of architecture of Technical Universities and the Oulu University «arkkitehti-arkitekt»;
2) diplomas of building architect issued by Technical Institutes
«rakennusarkkitehti-byggnadsarkitekt».
§ 15. Documents attesting to professional qualifications of an architect in Sweden
In Sweden, the professional qualifications of architect shall be attested by diplomas of architect issued by the Royal Technical Insititute’s school of architecture, Technical Institute of Chalmers and Technical Institute of the University of Lund «arkitekt, Magistergrad i Arkitektur».
